Every day, we’re advancing our mission and making change that will save countless lives.Shatterproof's Substance Use Disorder Treatment Task Force has developed the National Principles of Care, a standard for addiction treatment based on proven research. And for the first time ever, 16 leading healthcare payers have agreed to unite around this standard. With this agreement, we're closer than ever to ensuring that every American with a substance use disorder has access to quality, evidence-based treatment.Shatterproof also takes on federal and state advocacy battles, mobilizing families affected by addiction and providing them with a platform to make their voices heard. Your advocacy support has helped 15 states p life-saving legislation: broadening access to lifesaving naloxone, strengthening prescription drug monitoring programs, and ensuring prescriber practices align with CDC guidance on opioids.Joining forces with advocacy groups across the country, we’ve supported federal laws like the Comprehensive Addiction and Recovery Act (CARA) and the 21st Century Cures Act. We’re also p ionately advocating to protect insurance coverage for substance use disorders, joining the federal health care fight whenever the issue is raised.To shatter the deadly stigma of addiction, we’ve built a Community Alliance program with nearly 500 local amb adors, providing education and supporting advocacy efforts. We’ve launched the all-new shatterproof.org, an industry-leading website filled with evidence-based resources on prevention, treatment, and recovery. And we’ve created the largest peer-focused addiction event series, the Shatterproof Rise Up Against Addiction 5K Walk/Run, which unites families, media partners, and corporations across the country to raise funds and help erase the stigma of this disease. Read the Report We've already had great success.  And with your support, there are more victories to come.June 19, 2018: Shatterproof Launches Opioid Use Disorder Payer Research Pilot This research will advance Shatterproof’s Payer-Based Strategies Initiative by identifying areas where insurance policies and payments can and should be modified to improve access and quality of addiction treatment. November 8, 2017: 16 Payers Agree to Uphold Shatterproof Task Force’s Eight National Principles of Care 16 payers, representing over 248 million lives, announced a groundbreaking commitment to adopt eight “National Principles of Care” for the treatment of addiction that will improve outcomes and save lives. These Principles were developed by Shatterproof’s Substance Use Disorder Treatment Task Force, based upon the Surgeon General’s recent report and backed by decades of research. July 2017: Shatterproof Family Support Groups Created These support groups will take an evidence-based approach to education and support for families affected by substance use disorders. July 17, 2017: Missouri PDMP created by executive order Missouri Governor Eric Greitens signed an executive order creating a state PDMP, making Missouri the 50th state to have this technology. This executive order i) creates a state-wide PDMP, ii) empowers the Department of Health and Senior Services (DHSS) to yze prescriber and pharmacy prescription and dispensing data for Schedule II-IV controlled substances, which includes opioids, and iii) requires pharmacies to report information related to dispensed controlled substance to the DHSS. Starting in the early fall of 2016, Shatterproof retained its government affairs firm to bring public attention to this public health intervention, and over the next nine months worked closely with Representative Holly Rehder as well as engaged Missouri- and Kansas-based supporters to advocate for this life saving clinical tool. June 9, 2017: Texas HB2561 Signed into Law This legislation i) provides for automatic registration of prescribers in their state PDMP, ii) requires prescribers to check their state PDMP prior to prescribing all opioids and benzodiazepines, iii) requires dispensers to report information regarding all dispensed controlled substances within one business day of filling a prescription and iv) provides for periodic monitoring of prescribing patterns. Shatterproof drafted this legislation, recruited bill sponsors in both the House and the Senate, retained lobbyist and public relations firms, and engaged our Texas-based supporters to further advocate for its p age. May 4, 2017: Georgia HB 249 Signed into Law This legislation i) requires prescribers to become registered with their state PDMP no later than January 1, 2018, ii) requires prescribers to check the PDMP, every time, before deciding to prescribe either an opioid or benzodiazepine, iii) requires prescriber who issue a prescription for an opioid to provide the patient receiving the prescription information on the addictive risks of using opioids and information on options available for safely disposing of any unused opioids where such options exist, iv) requires pharmacies to submit prescription information to their state PDMP within 24 hours of filling a prescription and v) provides significantly greater access to naloxone. Shatterproof drafted this legislation, recruited bill sponsors in both the House and the Senate, retained lobbyist and public relations firms, and engaged our Georgia-based supporters to further advocate for its p age. April 2017: The Shatterproof Substance Use Disorder Treatment Task Force is Established Established by Gary Mendell, founder and CEO of Shatterproof, and Dr. Thomas McLellan, founder and CEO of the Treatment Research Institute, to significantly improve addiction treatment in America. Our Task Force unites private and public payers, advocates and former government officials around a shared goal: to ensure that every American with a substance use disorder has access to treatment based upon proven research, just like those receiving treatment for any other disease. April 2017: Launch of Shatterproof Workplace Initiative This program develops strategies to reduce the costs, stigma, and negative impact of addiction while building recovery-friendly work environments. April 12, 2017: Arkansas SB339 Signed into Law This legislation i) requires prescribers to check the PDMP, every time, before deciding to prescribe Schedule II and III controlled substances (which includes opioids), and ii) requires prescribers to check the PDMP before deciding the first time a benzodiazepine is prescribed. Shatterproof helped in the drafting of this legislation, and provided support for its p age throughout the process. December 13, 2016: 21st Century Cures Act Signed into Law Shatterproof engaged hundreds of advocates to call, email, and tweet at their legislators in support of the Cures Act. President Obama signed this bipartisan bill into law after it p ed the Senate by a 95-5 vote. The bill increased funding for medical research and provided $1 billion in funding for opioid addiction prevention and treatment programs. November 15, 2016: Launch of New Shatterproof Website, shatterproof.org  With support from Cigna Foundation and CVS Health, Shatterproof launched an all-new website to serve as the premiere online resource for families affected by substance use disorders. It’s an expansive resource filled with evidence-based information about addiction’s science, prevention, treatment, and recovery.  September 27, 2016: California SB482 Signed into Law Shatterproof advocated for legislation that requires all prescribers to check the state-run prescription database (known as CURES 2.0) before prescribing opioid painkillers, sedatives or any other schedule II, III or IV drugs. Legislators approved the bill unanimously, and Governor Jerry Brown signed the bill into law. July 22, 2016: Comprehensive Addiction and Recovery Act (CARA) Signed into Law Shatterproof attended CARA Family Day on Capitol Hill, bringing Amb adors to testify in support of the legislation and share their stories. We also activated hundreds of advocates to call, email, and tweet at legislators throughout the bill’s development and p age process. President Obama signed CARA into law in July, after the bill p ed the Senate by a 92-2 vote. The bill authorized $181 million in spending for treatment, prevention, and recovery programs, and it allows nurse practitioners and physician istants to prescribe buprenorphine to help treat opioid addiction. April 26, 2016: Maryland HB 437 Signed into Law Shatterproof advocated and testified in support of the bill, which requires doctors to consult Maryland’s Prescription Drug Monitoring Program before prescribing an opioid painkiller (such as Vicodin or OxyContin) or a benzodiazepine (sedatives such as Xanax or Valium). “The law could save hundreds of Maryland families from the agony of losing a family member to this disease. This devastation is directly linked to the overprescribing of painkillers, and we’re thrilled that this law will mean fewer pills on the streets and in our homes.” Gary Mendell March 28, 2016: Shatterproof issues Prescription Drug Monitoring Programs: Critical Elements of Effective State Legislation Focusing on state legislation of this evidence-based clinical tool, Shatterproof’s report is the most comprehensive ever written, and has been widely adopted throughout state capitals. “The report from Shatterproof highlights the gaps in current prescribing systems… [and] points to positive results in seven states that have mandated database usage.” Matthew Perrone “Federal Officials, Advocates Push Pill-tracking Databases,” ociated Press, March 28, 2016   March 17, 2016: Wisconsin AB364 Signed into Law Shatterproof advocated for p age of legislation introduced by Rep. John Nygren that closed the two largest holes in the Wisconsin Prescription Drug Monitoring Program. This bill requires mandatory 24 hour reporting by dispensers and prescribers to query the program before prescribing all Schedule II, III, and IV controlled substances.   March 17, 2016: Wisconsin AB766 Signed into Law Shatterproof led efforts to draft and p legislation that requires a quarterly ysis of the Prescription Drug Monitoring Program, comparing its actual results to the projected results.   March 15, 2016: CDC Guideline for Prescribing Opioids for Chronic Pain Published Shatterproof was one of the lead advocates for this historic guideline to improve the way opioids are prescribed through clinical practice. This set of 12 recommendations ensures patients have access to safer, more effective chronic pain treatment while reducing the number of people who misuse or overdose from these drugs. The recommendations focus on the use of opioids in treating chronic pain (defined as pain lasting longer than three months or past the time of normal tissue healing) outside of active cancer treatment, palliative care, and end-of-life care. The importance of this prescribing guideline in saving tens of thousands of lives cannot be overstated. “Thank you for your leadership in the battle to end addiction. We appreciate Shatterproof’s continued support of CDC’s efforts to prevent prescription drug misuse, abuse, and overdose and applaud your organization’s work.” Dr. Tom Frieden Director of the CDC, in a letter to Gary Mendell   March 14, 2016: M achusetts Bill H4056 Signed Into Law Shatterproof worked with the Baker administration as well as members of the House and Senate on the Act Relative to Substance Use Treatment, Prevention and Education. This legislation requires practitioners to utilize M achusetts’s Prescription Drug Monitoring Program before prescribing Schedule II and III controlled substances, every time. The bill also expands mandatory prescriber education on substance use disorders, limits initial prescriptions of opioids to seven days, allows patients to receive a lesser amount of opioids than the amount listed on the prescription, and made M achusetts the first state in our nation to require its schools to utilize evidenced-based SBIRT (screening, brief intervention, and referral to treatment). January 2016: Launched Shatterproof Amb ador Program The Shatterproof Amb ador program is a powerful, national network of volunteer peer leaders who actively educate and empower others to support Shatterproof’s mission. Our Amb adors testify at state and federal legislative hearings, attend community events, write op-eds, and share their personal stories of addiction in order to create change. July 15, 2015: Connecticut HB 6856 Signed into Law Shatterproof advised on the drafting of the bill led by Governor Malloy, and was the lead advocate for its p age. This bill requires prescribers to consult Connecticut’s Prescription Drug Monitoring Program before prescribing all Schedule II, III, and IV controlled substances, and requires dispensers to upload data within 24 hours. The bill also requires prescribers to take continuing education courses on the proper prescribing of pain medication, and expands access to the overdose reversal medication naloxone. June 10, 2015: Florida HB 751 Signed into Law Shatterproof drafted the legislation, enlisted Representative Dr. Julio Gonzalez as the bill’s sponsor, led the advocacy campaign and brought together a coalition of 19 organizations to support this legislation. The bill expands access to the overdose reversal medicine naloxone. The bill provides protection from arrest in overdose emergency situations, both for the individual who calls for emergency istance, as well as for the individual experiencing the overdose.   March 25, 2015: Kentucky SB 192 Signed into Law Shatterproof drafted key provisions of this legislation, led the advocacy campaign, and brought together a coalition of 10 organizations to support the legislation. This legislation provides protection from arrest in overdose emergency situations, both for the individual who calls for emergency istance, as well as for the individual experiencing the overdose. It also expands access to naloxone by allowing prescribers to provide the drug to those at risk of an overdose, as well as to family members and others who may be in a position to administer this life-saving medication. In addition, the bill allows emergency first responders, police and firefighters to administer naloxone immediately upon arriving at the scene, allows pharmacists to prescribe naloxone without a doctor, and provides $10 million dollars for treatment.February 26, 2015: West Virginia SB 335 Signed into Law Shatterproof led the advocacy campaign and brought together a coalition of 14 organizations to support the legislation. The bill expands access to naloxone by allowing emergency first responders, police and firefighters to administer naloxone immediately upon arriving at the scene.   September 30, 2014: Pennsylvania SB 1164 Signed into Law Shatterproof, in partnership with Delaware-based atTAcK addiction, brought together over a dozen organizations to support this legislation. The bill provides protection from arrest in overdose emergency situations, both for the individual who calls for emergency istance, as well as for the individual experiencing the overdose.   August 4, 2014: Delaware HB 388 Signed into Law Shatterproof, in partnership with Delaware-based atTAcK addiction, brought together over a dozen organizations to support this legislation. The bill permits all police officers to carry naloxone.   June 25, 2014: Delaware SB 219 Signed into law Shatterproof, in partnership with Delaware-based atTAcK addiction, brought together over a dozen organizations to support this legislation. The bill expands access to naloxone. The first training was conducted on October 25, 2014.   June 16, 2014 Shatterproof entered a partnership to advance SBIRT (screening, brief intervention, and referral to treatment). This screening and intervention program for s has proven to reduce the number who will become addicted.   May 7th, 2014: Maine LD 1686 Signed into Law With help from advocacy campaigns led by Shatterproof and several organizations, this law makes naloxone more readily available to first responders, law enforcement and family members of those at risk of an overdose. Get Involved Today December 2013 Shatterproof launched a unique event series, the Shatterproof Challenge, in 15 cities. It’s the largest campaign in the history of the United States to reduce the stigma ociated with addiction and raise funding for its prevention, treatment and recovery.   November 6th, 2013 Shatterproof launched My Last Photo, an important project to tell the full story of addiction through images and memories of our sons, daughters, brothers, sisters and friends who have been lost to addiction. The project both memorializes loved ones and stands as a poignant symbol of Shatterproof’s commitment to end the suffering caused by this disease.   October 2013 Shatterproof garnered 21,000 signatures on a collective letter sent to President Obama, demanding issuance of the final regulations of The Mental Health Parity and Addiction Equity Act of 2008. The regulations were issued on November 8th 2013.   September 10, 2013 The organization’s name was changed from Brian’s Wish to Shatterproof, and shatterproof.org was launched.   January 2013 The formation of Brian’s Wish was publically announced at the Clinton Foundation’s Clinton Health Matters Conference.   February 2012 Brian’s Wish was incorporated.
